Aerial Troopers or Sky Corps Troopers are Clone troopers specially trained to fly with jetpacks. The Sky Corps Troopers were never seen in Revenge of the Sith, Lego® likely used the concept art for the Sky Corps Troopers to make the "Aerial Trooper" in the Turbo Tank.
